To achieve this, we've developed a robust global monitoring, evaluation, and learning (MLE) framework that combines our theory of change with data analysis, known as "learning loops." These loops can span years and involve rigorous trials for fundamental ideas, while others are short-term and rely on dynamic information systems for quick decision-making.
